I went to Loyal and Sterling, started a dialogue and just ended with a good bye, next thing I know Raul starts talking. My issue? I can't get him to talk with Andy. After that happens with all 3 people, he will upgrade to his bandito outfit.
Here's the deal, to finish the quest, you have to go talk to each of them and then randomly Raul goes to you after you speak to them and tells you something about his past.
It's a free roam unmarked quest, to do it you have to go to Loyal in Nellis, Corporal Sterling in Camp Mcarran, and Ranger Andy at Novac. Most of you know that Raul has a side quest, it's not like Veronicas, but different.
